About Janice

Janice Parvin was elected to the Ventura County Board of Supervisors representing the Fourth District in November 2022 and sworn into office January 2023. She currently serves as Chair of the Board of Supervisors. Previously, she served the City of Moorpark as the elected Mayor from December 2008 to December 2022 and as a Councilmember from 2002 to 2008, during which time she focused on such issues as public safety, fiscal management, acquisition of open space, parks and recreation, affordable housing, senior services, and veteran’s needs.

Professionally, Supervisor Parvin previously owned a multilingual communications company. Her prior employment included the Los Angeles County Deputy Marshal’s Office, Coca Cola USA, Kavlico Corporation, Fibermux Corporation, ADC Telecommunications, Accelerated Networks, Malibu Networks and Comcore Semiconductor.

Supervisor Parvin’s public leadership includes serving as two time Chair of the Planning Commission, and Chair of the Parks & Recreation Commission. Janice served on the Board of Directors for the California League of Cities and is Past President of the Channel Counties Division of the California League of Cities. She also served as Chair of the Ventura County City Selection Committee, and served on the Local Agency Formation Commission “LAFCo.” Supervisor Parvin was the Chair of the Successor Agency for the Redevelopment Agency of the City of Moorpark, President of the Public Financing Authority, Chair of the Industrial Development Authority, and served on the Administration, Finance and Public Safety Committees.

Public Safety & Crime Prevention

  • Increased funding for Sheriff patrols and law enforcement presence to help keep neighborhoods safer.

  • Boosted funding for the District Attorney’s Office to prosecute fentanyl dealers and strengthen enforcement against illegal drug activity.

  • Supported Rapid DNA partnerships to help law enforcement solve crimes faster and improve public safety coordination.

  • Helped strengthen local policing by supporting equipment transfers and public safety resources for the Simi Valley Police Department.

 

Fire Safety, Wildfire Preparedness & Emergency Readiness

  • Hosted wildfire preparedness events and community safety education to help residents be ready before emergencies happen.

  • Supported stronger regional emergency communication planning so first responders and agencies can coordinate during disasters.

  • Helped address Public Safety Power Shutoffs (PSPS) by working with utility stakeholders and raising concerns about reliability impacts on residents.

 

Mental Health, Homelessness Response & Health Services

  • Advanced plans to bring a Crisis Stabilization Unit to Simi Valley so residents can access urgent mental health care closer to home.

  • Helped secure land for a psychiatric health facility in Simi Valley to expand treatment capacity for the region.

  • Supported behavioral health partnerships to expand access to care in District 4.

  • Coordinated with city and county departments to address homelessness-related safety concerns in public spaces.

  • Brought mobile mammogram services to Simi Valley to improve access to preventive healthcare and early detection.

 

Supporting Veterans, Families & Local Nonprofits

  • Improved and protected the Free Clinic, including a lease extension and facility improvements.

  • Expanded support for tattoo removal services through the Free Clinic to help people remove barriers to employment and stability.

  • Partnered to deliver thousands of shoes and socks to children in need in Simi Valley and Moorpark.

  • Organized quarterly blood drives to strengthen the local emergency blood supply.

 

Infrastructure, Roads & Transportation Safety

  • Paved Box Canyon roads to improve driving conditions and reduce wear and tear for residents.

  • Moved forward major transportation safety improvements, including progress on the Arroyo Simi suicide bridge barrier project.

  • Secured improvements for local road projects in Moorpark and other District 4 communities.

  • Solved the Moorpark “Ghost Train” traffic problem to reduce repeated gate closures and improve traffic flow near the Metrolink station.

  • Advanced SR-118 weigh station and truck scale efforts to support safer roads and better truck enforcement.

 

Water Reliability, Utilities & Environmental Protection

  • Pushed back against major water rate increases and advocated for local ratepayers.

  • Advanced major upgrades for water infrastructure, including reservoir refurbishments, well replacements, and sewer system maintenance.

  • Supported renewable energy upgrades at water facilities, including solar improvements expected to save ratepayers money over time.

  • Raised community concerns and supported safety precautions related to Santa Susana Field Lab cleanup activities.

 

Economic Growth & Cutting Red Tape

  • Worked with chambers and city partners to support local economic development in Simi Valley and Moorpark.

  • Helped small businesses navigate permitting so local shops and expansions could move forward.

  • Modernized the County film program to support productions, jobs, and economic activity.

  • Helped advance renewable natural gas (RNG) infrastructure by working through permitting and regulatory barriers.

  • Improved the structure and efficiency of Board meetings as Chair to make county government more responsive and effective.

  • Held town halls and public safety panels to hear directly from residents and share information on key issues.

  • Secured state and federal grants to fight drug trafficking, improve forensic processing, and strengthen public safety resources.

  • Invested in fire protection, emergency preparedness, and station upgrades across the county.

  • Expanded behavioral health services and homelessness response programs through housing, rehousing, and treatment investments.

  • Funded road, bridge, storm drain, and traffic signal upgrades to improve safety and reliability countywide.

  • Supported water reliability improvements and clean energy investments, including solar and infrastructure planning.
